Hi Reebs: You could try drilling & tapping the cap only and use a few small set screws to tighten it down.

To start the fan when you turn the key on --- just unplug the fan unit -- on the harness place a jumper from the pink wire to the blue wire -- If you don't what to use the oil sensor in the circuit. If you are going use the fan controller and oil sensor, the go with a switch ( as Goober posted above)

But the bike should have started after trailering it home in 32 F weather.

At 150 C the res. should be 306 -340 ohms. Do this with the key on -- ground the wire that you removed from oil sensor to a bare spot on the frame --fan should start -- you don't need oil in the bike to try it.

should be 9.5 -- 10.5 Kohms --- try putting cig. lighter flame near the probe end of switch -- resistance should drop down

Put the black probe on the threads
-
Prime the carb to see if will start --- You can test the switch inside

Is bike Neutral light on?
-
Are you getting spark? Plug against the engine

Is the oil filter in the right way? Is it turning over good?
-
Hi: From what I see the Oil Temp. sensor only brings the Oil temp light on -- no shut down. When it's real winter cold here I have found that you have to prime the carb. to get the bike started again. But the over heated engine will seize.

That can't be welded -- unless you weld it to the shaft
