I had a gokart as a kid with a Clinton 2Stroke that looked like that.

I would guess the drive is the type you see on early 1900s , a big wheel with a belt , usually it is on the right side , the one in the pic is on the left 

, could it be something to do with the pull start is on the right ,  so the engine is spinning opposite than a usual set up

More like low and slow.  Ugly thing with a fiberglass body.  The second one had a rope start Reo direct drive with no brakes.  Did have a kill switch.

 

First one looked like this one.

I was gonna say that looks like the engine off of @basfnb's old Troy Bilt Pony tiller.
